Shelby County Declares Fast Check a Public Nuisance: Temporary Injunction Filed Against Crime-Plagued Property

Shelby County, TN – In a decisive move to combat escalating crime, the Shelby County District Attorney’s Office has declared Fast Check, a gas station and convenience store located at 4580 Winchester Road, a public nuisance. A Temporary Injunction and Restraining Order have been filed to restrict operations at the property as legal proceedings unfold. This action highlights the county’s commitment to addressing properties that contribute to community violence.
A Hub for Criminal Activity
Over the past two years, Fast Check has been the site of significant criminal activity. Between February 2023 and February 2025, Memphis Police responded to 515 calls for service and recorded 59 police reports tied to the location. These incidents include robberies, carjackings, aggravated assaults, drug and weapons violations, and even a murder. The most recent homicide occurred in February 2025 when officers discovered a male victim fatally shot at the property. Surveillance footage led investigators to identify and arrest a suspect in connection with the killing.
Comparatively, Lion Mart, another convenience store located directly across the street at 4625 Winchester Road, recorded significantly fewer incidents—179 calls for service and 20 police reports during the same period. This disparity underscores Fast Check’s disproportionate role as a hotspot for crime in the area.
Proximity to Vulnerable Areas
Fast Check is situated near schools, churches, and residential neighborhoods, amplifying its potential danger to local residents. The high volume of violent incidents has raised concerns about public safety in these surrounding areas.
District Attorney’s Statement
Shelby County District Attorney Steve Mulroy emphasized the urgency of addressing properties like Fast Check: “This business has become a magnet for violence and illegal activity. The volume and severity of crime at this location is not only unacceptable but also a threat to public safety. We will continue to use every legal tool available to shut down properties that fuel violence in our neighborhoods.”
Legal Framework for Public Nuisance Cases
The injunction against Fast Check aligns with Tennessee law allowing district attorneys to pursue nuisance abatement strategies against properties fostering illegal activities. Similar cases have been handled by Shelby County’s Environmental Court, which has jurisdiction over public nuisance matters. For example, in previous cases like Club Universe, courts permanently enjoined operations at establishments linked to ongoing criminal activity.
